Engineering Democracy: Consociationalism In Post-Dayton Bosnia And Herzegovina

This paper examines the implementation of the consociational power-sharing model in Bosnia and Herzegovina through the Dayton Peace Accords, analyzing its theoretical foundations, institutional features, and long-term challenges. It critiques how the pre-determination of ethnic segments, externally imposed elite cooperation, and persistent ethno-nationalist politics have hindered democratic consolidation, exacerbated divisions, and fostered dependency on international intervention. Drawing on Lijphart’s framework, the study highlights ongoing crises, such as Republika Srpska’s secessionist tendencies and calls for liberal reforms, transitional justice, and civic alternatives to transcend Dayton’s paralyzing logic.
